Opes has a long and successful track record in supporting Local Government on Northern Ireland. From preparing for RPA, establishing the Local Government Leadership Competence Framework, developing and delivering approaches to identify, assess, select and develop Leaders at all levels, and creating the Performance Culture Toolkit and on line Evaluation of Impact guide, on behalf of the LGSC. Supporting Mid and East Antrim to embed a Performance Culture

As part of our work in Local Government we have been working recently with Mid and East Antrim supporting their Performance Culture Improvement Initiative. The ACHIEVE Programme

was established to develop a culture of high performance in support of achieving their strategic priority of Developing a High Performing Council. The pilot project focused on Embedding Personal development and Planning and Performance Objectives. This included a bespoke 2 day pilot programme for the Head of Waste and direct reports and union representatives, incorporating their newly developed Performance Management Framework and developed enhanced skills in setting clear expectations, have performance and development conversations and how to give feedback.  The two-day programme included the use of scenario based learning with professional actors.

We then delivered a ½ day workshop for employees in the department to ensure they have a greater awareness and understanding of the process and were prepared for the Personal Development Planning conversation with their line manager.

85% of respondents rated the pilot as an extremely good investment of time and the programme has now been implements across the Council following the success of the pilot in the Waste Department.
